The facility uses a floating multi-buoy morring system (MBM) where vessels of size 300GT – 20000GT may be received. A flexible hose connects the offloading vessel to a subsea PLEM (Pipeline End Manifold) which via an undersea pipeline of approximately 3.2 kilometres and an overland pipeline of approximately 2.1 kilometres, transports the LPG to the bullets at the storage terminal.

The near shore marine construction of the facility took 14 months to complete. Clough Murray & Roberts’ scope was completed very sucessfully, delivering the project on budget and on time. Utilising world leading engineering, construction management and project managmeent tools and resources the project was delivered to specification and is considered of world world class quality standard.

Through the implementation of our propriety Major Accident Prevention (MAP) HSE system, we were able to fulfil our goal of Zero Harm with no lost time injuries (LTIs) over duration of the project.

Work commenced in the first quarter of 2016 with the mobilisation of engineering and technical teams to the DSME fabrication yard located in Geoje, Korea before moving offshore in the Browse Basin, 200 kilometres off the northern coastline of Western Australia.

Project management is being executed from Clough’s office in Perth with the technical support of Clough’s Korean joint venture CloughCoens. ​

BAM Clough

The BAM Clough Joint Venture was awarded the Marine Installation Services contract as part of the Karratha Gas Plant Life Extension (KLE) Integrated Marine Lift Campaign.
The contract involved project management and installation engineering works associated with replacing existing equipment on two berths, including LNG and LPG marine loading arms, gangways and dolphin fenders, and provision of marine equipment and resources to undertake the site works.
This included a marine lift campaign to support refurbishment of Berth 1 (LPG) and 3 (LNG / Condensate) of the export jetties at the Karratha Gas Plant. Removal and replacement of near life end equipment is required to extend life and enhance the ability to continue as export facility for the Karratha Gas Plant.

This project was completed achieving zero harm to people, community and environment.

BAM Clough Joint Venture was awarded the contract to design and construct the Ichthys LNG Project Product Loading Jetty located at Blaydin Point, Darwin, Northern Territory. Gas from the Ichthys Field will be transported from the offshore CPF through a subsea pipeline more than 885 kilometres to the onshore LNG processing plant located at Blaydin Point.

The Product Loading Jetty Work includes typical piled with crossheads trestle with concrete superstructure, loading platform for LNG and LPG / condensate, the provision of seawater intake including pump casing and slope protection, waste water outfall structures, navigation aids, marine operations, corrosion and cathodic protection systems.

ENI Australia

Clough AMEC

Clough AMEC joint venture was awarded a contract for the provision of maintenance support to the 1.3 billion cubic metres per year onshore gas treatment plant and the offshore unmanned wellhead platform for ENI’s Blacktip Project, supplying gas to the Northern Territory.

The scope of work involves the provision of trades labour to support routine and campaign maintenance. Supporting services including specialist consultancy services, multidiscipline engineering, procurement, and management of subcontractors and fabrication also form part of the contract.

The initial contract was for three years, successful completion of the initial contract saw it extended in 2015.

The Blacktip Gas Plant is situated approximately 240 km from Darwin near Wadeye with the unmanned platform located approximately 110 km offshore in the Joseph Bonaparte Gulf. The Blacktip Project, which is 100% owned and operated by ENI, delivers gas to the Northern Territory for power generation.​​

The Clough AMEC joint venture was awarded the Operability, Reliability and Maintainability (ORM) component of the Chevron-operated Wheatstone Project offshore facilities. The scope of work involves building the maintenance database, writing of operational plans, procedures and manuals, a training and development programme, training materials, operations engineering and support services.

The Wheatstone platform is the largest offshore gas-processing platform ever installed in Australia, with a topside weight of about 37,000 metric tons. Located at Ashburton North, 12 kilometres west of Onslow in Western Australia, the Wheatstone Project is a joint venture between Australian subsidiaries of Chevron (64.14 percent), Kuwait Foreign Petroleum Exploration Company (KUFPEC) (13.4 percent), Woodside Petroleum Limited (13 percent), and Kyushu Electric Power Company (1.46 percent), together with PE Wheatstone Pty Ltd, part owned by JERA (8 percent). The foundation project consists of two LNG trains with a combined capacity of 8.9 million tonnes per annum (MTPA), and a domestic gas plant with capacity for 200 terajoule per day.

Clough engaged e2o to provide assistance in the overall direction of the commissioning project, structural design and implementation of the CCMS. Which then expanded to include the provision of commissioning technical support services across all disciplines in the field.

The APLNG Project is a joint venture between Origin, ConocoPhillips and Sinopec. It involves the development of gas fields in the Surat and Bowen Basins in south-west and central Queensland, a 520 km gas transmission pipeline from the gas fields to initially a two train LNG facility on Curtis Island off the coast of Gladstone processing up to 9 million tonnes per annum.

Clough acquired e2o in January 2013 to provide independent commissioning services to major LNG projects. e2o services enable flawless project start up and seamless transition from construction to operations.

Chevron Australia

Clough is providing the offshore hook-up and commissioning component of the Chevron-operated Wheatstone Project over a 40 month period commencing February 2012. The agreed scope of work includes the provision of all project management services, engineering, labour, materials and an accommodation support vessel to assist Chevron with pre-commissioning, commissioning of integrated float over deck systems, offshore hook-up, and start-up assistance.​

Project management is executed from Clough’s head office in Perth, while engineering and technical teams is deployed to the fabrication yard in Korea and subsequently to the offshore platform located 225 kilometres from the Onslow coast. At peak, Clough will employ an Australian workforce of over 400 people.

The Wheatstone Processing Platform will be one of Australia’s largest offshore facilities with a topsides weight of about 37,000 tonnes. The topsides will be transported to the offshore installation site on a barge, and installed onto the substructure using a float over procedure. The platform topsi​des have a total deck area of 20,000 square meters and include primary processing equipment and facilities.

BAM Clough was awarded the contract by Bechtel to design and construct the Product Loading Facility (PLF) and Tug Berths associated with the Wheatstone Project LNG Plant near Onslow in Western Australia.

The scope consists of a 1.2 kilometre jetty with Marine Operations Platform, product loading platform incorporating a single LNG and Condensate load-out berth with associated breasting and mooring dolphin structures. Design, fabrication of topside piperack modules and platform modules with piping installation, insulation, module testing and ultimate completed piping modules installation and hook-up with final testing also forms part of the scope.

The Daandine Expansion project requires modifications to existing infrastructure and installation of new infrastructure to produce an additional 50 TJ/day of sales gas. The key objectives are to implement the project in the most cost effective manner with the shortest possible duration, minimise disruptions to operations of existing facilities and in full compliance with the technical, operational and HSE requirements. Clough provided engineering services for the Concept SELECT stage and FEED DEFINE stage for the existing field compression station, including a HP pipeline off-take connection to a third party in Queensland.

The Clough AMEC Joint Venture was awarded an Engineering, Procurement and Construction Management (EPCM) contract for Arrow Energy’s Daandine Expansion Project. The contract included the expansion of the existing central gas processing facility with three new reciprocating, gas-driven compressors and associated process and utility plant, increasing the current number of wells in the Daandine gas field by 22.

Clough’s commissioning contractor, e2o, was awarded a contract for the provision of Commissioning Management Services on Santos’ GLNG Project for the Upstream gas field development. A second contract for the commissioning of the pipeline was awarded in the fourth quarter of 2012.

The Upstream component of the GLNG project comprises of the coal seam gas field development located in the Surat and Bowen Basins areas. It involves the construction of facilities associated with the recovery of coal seam gas including exploration and production wells, integrated pipelines, nodal compressor stations, gas compression and water treatment facilities.

Clough provided project management and engineering for a replacement pump and pipe work within the existing Talinga Gas Treatment Facility, as part of the Australian Pacific LNG (APLNG) project. The Gas Field is located in the Talinga Development, approximately 50 km from Dalby in Queensland.

The five concepts studied in the SELECT phase included the brownfield integration of a new pump and pipe work upgrade associated with the twelve existing compressors. A cost and schedule estimate, along with the project execution plans, was also developed. Work was executed by a team in Clough’s Brisbane Engineering office.

APLNG is a coal seam gas (CSG) to liquefied natural gas (LNG) project joint venture partnership between Origin, ConocoPhillips and Sinopec.

BP Berau

Clough was employed on the Tangguh Project for BP Berau Ltd. The scope of work was to provide engineering services to the Company to oversee the execution of the Onshore LNG FEED Tangguh Expansion Project, in particular for Discipline Engineering and Project Management. The scope included review of Onshore LNG FEED Contractor deliverables and ensuring consistent approach and quality deliverables, providing assurance and compliance check against the BP ETPs, and providing specific discipline capability to complement the BP Onshore LNG FEED Team.

The scope of work included:

  • Development of Basis of Design for a third LNG train (T3 – 3.5 Mtpa);
  • Development of Primary Design Philosophies and Specifications;
  • Process and mechanical engineering studies supporting scope development and definition;
  • Advance procurement of C3/MR Compressor.

CSBP Limited

Clough Downer Joint Venture

In December 2011, the Downer Clough Joint Venture (DCJV) was awarded an Engineering, Procurement and Construction (EPC) contract by CSBP Limited for the Nitric Acid Plant and Ammonium Nitrate Plant Number 3 (NAAN3). The award of the contract, followed the successful completion of the Early Contractor Involvement (ECI) phase of the project.

The NAAN3 Project (Nitric Acid Plant and Ammonium Nitrate Plant Number 3), part of a wider Ammonium Nitrate expansion (AN3) project, was undertaken on the existing CSBP site in Kwinana, Western Australia to enhance the ammonium nitrate production capability of the facility, and the ability of CSBP to service the growing resource industry demand for ammonium nitrate in Western Australia. The EPC scope involved project management, engineering, procurement, prefabrication, construction and pre-commissioning for the NAAN3 plant, located on Western Australia’s Kwinana strip. Engineering work commenced immediately, with the project management and construction team mobilising to site in early 2012.

Clough DORIS Joint Venture (CDJV) was awarded a contract by INPEX Operations Australia Pty. Ltd, for the provision of Offshore Integrated Project Management Support Services (IPMS) for the Ichthys LNG project

Gas from the Ichthys Field, in the Browse Basin approximately 200 kilometres offshore of Western Australia, will undergo preliminary processing offshore to remove water and extract condensate. The gas will then be exported to onshore processing facilities in Darwin via an 885km subsea pipeline. The Ichthys Project is expected to produce 8.4 million tonnes of LNG and 1.6 million tonnes of LPG per annum, along with 100,000 barrels of condensate per day at peak.

The CDJV scope of work includes overseeing detailed engineering design, procurement, fabrication, tow to site, and offshore hook-up of the Central Processing Facility (CPF) and Floating Production, Storage and Offloading vessel (FPSO) for the project.

Queensland Gas Company

Clough was engaged by QGC to perform the detailed engineering and design of the Argyle and Bellevue Field Compression Stations as cornerstone facilities in their flagship QCLNG project. Clough was tasked with stewarding the safe delivery of the engineering design into the hands of the construction contractor under very tight time constraints to ensure the seamless progress of the upstream QCLNG project in this critical area.

Under the contract, Clough’s multi-disciplinary engineering team undertook and delivered full facility detailed design for both compression stations.

In the second quarter of 2011 the STREICHER Clough Joint Venture secured the contract for construction of onshore pipelines and associated umbilical and cable installation for BHP’s Macedon Gas project near Onslow in Western Australia. The project scope included the construction of the onshore pipeline system comprising wet gas pipeline, shore crossing, horizontal directional drilling (HDD), umbilical lines and sales gas pipeline construction.

Jemena Asset Management Pty Ltd

Clough completed a contract for construction of new Primary Regulating and Transfer Regulating Stations, and upgrade of existing Transfer Regulating Stations to support Jemena’s gas networks throughout the greater Sydney area.

The scope included all associated onsite civil, structural, mechanical, piping, instrumentation and electrical works required to deliver the project. This included preparation at four sites – Albion Park, Yass, Gosford, and Lane Cove in NSW, and involved installing new gas skids infrastructure.

Origin Energy awarded Clough Thailand a contract for the procurement, fabrication and assembly of a 600 MT gas compression and condensate pumping modules for the Yolla Platform Mid Life Expansion (MLE) Project, located in the Bass Strait, Victoria. The modules consisted of a single gas-turbine driven centrifugal compressor train, electric condensate pumps, associated piping, fuel gas system, mechanical equipment, control systems and E&I.

Scope of work included supply, fabrication, assembly, coating and fire proofing of structural steel and piping, as well as installation of mechanical equipment, testing and installation of E&I equipment inclusive of heat tracing and insulation.

Oil Search Limited (OSL) extended the life of its offshore oil terminal, the Kumul Marine Terminal, located 40 kilometres offshore in the Gulf of Papua. The life extension was driven by the requirements of the PNG LNG Project which will utilise the Terminal Facility to export condensate liquids from the LNG Process. Chiyoda JGC Joint Venture (CJJV) awarded the contract to design and construct the LNG and condensate offloading jetty for the PNG LNG project to the BAM Clough Joint Venture. The LNG and condensate jetty was constructed adjacent to the planned LNG facility twenty kilometres northwest of Port Moresby on the coast of the Gulf of Papua.

The scope included the design and construction of a 2.4 kilometre long trestle with substation platform, loading platform and single LNG loadout berth.

Kellogg Joint Venture - Gorgon (KJV-G)

Clough, as part of Kellog​​g Joint Venture, is participating in Australia’s largest ever reso​urce project through a contract to Engineer, Procure and Construction Manage (EPCM) the LNG downstream and logistics portion of the Chevron-operated Gorgon LNG Project.

The LNG facility consists of three 5 million tonne per annum (MTPA) LNG trains, gas processing and treatment facilities, product storage and offloading, complete offsites, utilities and accommodations; including a 300TJ/d domestic gas plant. The EPCM effort is a modular construction strategy to minimize impact on the island during the construction phase and is being conducted from two main operating centres locate​d in Perth and London with support from global centres in USA, Singapore, Indonesia and Japan.

Clough Curtain Joint Venture

The Clough Curtain Joint Venture (CCJV) is completed a contract by Esso Highlands Limited (a subsidiary of ExxonMobil Corporation) for the Upstream Infrastructure Works associated with the PNG LNG project.

The scope of work involved the construction of roads, bridges, wharves, laydown and camp areas and other critical infrastructure. The joint venture completed its scope for the Highlands Highway as well as all southern areas including the construction of two wharves and laydown area at Kopi, site works for the Gas Conditioning Plant and associated access roads and wellpads at Hides. The joint venture was also contracted to remain on site at Hides to undertake works in relation to the gas pipelines and additional wellpads.

Services provided included: Project management, detail engineering, construction and fabrication management, maintenance support, feasibility studies and concept development, procurement and supply chain integration.

BAM Clough Joint Venture was awarded the contract to construct a new LNG Jetty as part of the Pluto LNG Project for Woodside on the Burrup Peninsula near Dampier in Western Australia.

Design and construction of a 300 metre long approach LNG jetty including a 40 x 50 metre platform, four breasting dolphins, six mooring dolphins and navigational aids.

Harbourworks Clough Joint Venture (now BAM Clough Joint Venture)

The Harbourworks Clough Joint Venture (HCJV, now BAM Clough) completed a substantial contract to undertake construction of a 150 metre long jetty extension to Woodside Energy’s existing LNG export marine terminal, at Withnell Bay near Dampier, in Western Australia. The project provided an additional berth loading facility for LNG export tankers with a capacity up to 145,000 cubic metres, as part of Woodside Energy’s LNG Train V Expansion Project.

Oil Search Limited

Clough undertook a technically challenging contract for client Oil Search to build a 470 metre-long pipe bridge in the rugged Southern Highlands of south east Mananda, Papua New Guinea. The scope of work entailed the supply, fabrication, assembly and erection of a cable stayed suspension bridge spanning across the 500 metre deep Hegigio Gorge. Work included hydrocarbon transportation pipes, linking pipelines from the south east Mananda oil fields to the existing Agogo and Kutubu processing facilities.

ConnocoPhillips Australia Pty Ltd

Since 2004,​​​​ Clough AMEC JV has been contracted by ConocoPhillips to provide operations and maintenance services on the massive Bayu-Undan offshore gas field development.

The Bayu-Undan offshore facilities consist of a floating storage and offloading facility (FSO) and three fixed platforms, a remote wellhead platform (WPI), a compression, utilities and quarters platform (CUQ) and a drilling, production and processing platform (DPP). The latter two are located adjacent to each other and linked by an access bridge, forming the Central Production and Processing Complex (CPP).

The contract includes; ​Implementation engineering, Work package preparation, Planning, Hazard assessment, Offshore field services, Shutdown services, Management of specialist subcontractors

In addition, training and capability development in Timor Leste which will continue to build on the work Clough AMEC have already undertaken in the region.​​

Clough AMEC

Clough, in joint venture with Aker Maritime of Norway (ACJV), was contracted by ConocoPhillips to undertake the complete offshore hookup and commissioning of the Bayu-Undan gas recycle production system.

The offshore facilities consist of a Floating Storage & Offloading Facility (FSO) and three fixed platforms summarised as follows:

  • Remote Wellhead Platform (WP1) consisting of a single deck with 12 well slots, supported by a four-leg jacket. The platform is not normally manned and has minimal process equipment.
  •  A Compression, Utilities & Quarters (CUQ) Platform and Drilling, Production & Process (DPP) Platform that are located adjacent and linked by an access bridge, forming the Central Production and Processing Complex (CPP).

The final hookup and commissioning of the Bayu-Undan gas field was successfully completed, achieving first gas significantly ahead of schedule in Q4 2003.
